CVS: new branch "dev_1_3-bigcleanup"

Hi Folks!

FYI:
I started with cleanup of ISPMan libs to turn them into backend and UI 
modules.

Well, it seem's that I opened pandorra's box there.
Every step I do, I immediately fall into another historic pitfall that 
has kind of manifested itself over time.
And, as it turns out by now, it's much more involved than just changing 
libraries.

Anyhow, I think I'm on the right track there and it may lead's us to 
some nice structured libs eventually. But for now, just consider it as 
an experiment which may go well, or vanish in the bit bucket.

Thus, to not clobber or hinder any "normal" ISPMan development, I've 
spawned of into a separate branch for this ("dev_1_3-bigcleanup").
Anyone interested is invited to follow the branch and give feedback or 
suggest changes, but don't expect a working version there until it is 
tagged somehow.

If everything works out like planned, it will be merged back to the main 
development trunk (HEAD).
The usual development will continue in HEAD, too, so don't bother about 
the new branch unless you know what you're up to.
