This is true. However, there are some folders that don't typically
get mailed delivered directly to them, for example, the "Templates"
folder. It is also true that most email clients will create folders
as needed. Unless the server in configured not to allow this.

So you may say, why bother. In our case, we wanted each account to
start off with a set group of sub-folders that were visible when the
user logs in for the first time. 


I think it makes it easier for some maintenence activities. If
everyone is using the Trash for there Trash then it makes it easier
to run ipurge. 

Then again, I'm often mis-guided in these endeavours but it is done
now and it seems to work.
