Nobody would do that without a good motivation. It's a lot of work for 
an experienced developer. Nobody would do it just for the idea.

big price, are you joking? It's less than $1000 per server, 
or less than 25% of the server hardware (if speaking of a HSP-grade server).
It's less than 20% of a sysadmin's monthly salary. For a hosting 
provider, a company which earns on mass hosting, this is close to nothing.
The system integrator's services for ISPMan installation and tuning would 
cost much more.

nope. It's a funding problem. It's hard to believe someone would accumulate 
enough money for 6 months full time of a Senior Software Architect/Developer.
5 years ago it was possible for a GPL licensed project, now it's difficult 
to believe.

For now, there are two problems I'll take some time to look into: 

-- ispman-agent dying when LDAP server is not available

-- under mod_perl, sometimes strange things happen:
after restarting LDAP server, you have to restart Apache, 
and after deleting a domain, the domain still there in the list (until Apache 
restarts)
