That pretty much depends on your J2EE server software and the footprint
the ISPMan app will eventually have.
Without doubt, this will be more than any current ISPMan implementation.
But with current hardware profiles, this should be no issue at all.

Keep oin mind, that a UI implemented as JSP could run there, too.

I dunno!? From my perspective there are more java than perl programmers.
So far nobody has commited any feedback.
