ispman 1.3rc2 available for download

Hi folks,

short notice, that a new release candidate of ispman 1.3 is available 
for download at SourceForge.

Some significant bugfixes and feature enhancements have been 
implemented. So please give it a try and report any problem you have.

Unless there are still significant bugs to fix, the official ispman 1.3 
will be published soon.
