Post Install Problem

I successfully installed ISPMan 1.1 on Fedora Core 3 (or at least I think I
did, I received 0 errors on installation). Following installation, I am trying
to login to the admin interface. I get a 500 error. I check my apache access
log and I get two errors:

Permission Denied, Exec of /opt/ispman/htdocs/admin/index.cgi
Premature end of script headers /opt/ispman/htdocs/admin/index.cgi

I have checked and reset the permissions over and over again (chmod 755), set
the owner to root, apache (same as apache) and also as a new user, ispman. My
vhost for apache is setup identical to the installation file (except for SSL
enctryption). I cannot get the admin interface to come up for nothing. Does
anyone have any insight on this matter?
