Have a look at the "Replaces:" and "Provides:" lines, which state that
the perl package already provides this library.

Please ask debian questions on the debian mailing lists, like
[email protected] or see http://www.debian.org/support.
There is also an debian-isp Mailinglist. In the archive you can find
some hints using ispman with Debian GNU/Linux.
