Add Vhost

Hi,
Can anyone explain me the chain of procedure that happens when I create 
a new virtual host?
I really want to fix this vhost creating problem (f.cked up vhosts.d 
hash and conf entries) and I figured that it has to do smth with the way 
ISPMan tries to restart Apache, namely, it does not listen to what the 
user set as apacheGracefulReload and apacheRestart, etc.
I've been figuring this out today and eventually will find a solution 
but it would speed up the process if someone could guide me through the 
creation process.
