[ANNOUNCEMENT] Validator 1.3.0 Released

The Commons Validator team is pleased to announce the release of Validator
1.3.0.

Validator aims to improve the of speed development and maintenance of
validation rules.

This release fixes a number of bugs found in Validator 1.2.0 and includes
new refactored Date, Time and Number validation routines. It is compatible
with Validator 1.2.0 and we recommend all users of Validator 1.2.0 upgrade
to 1.3.0 to pickup the bug fixes.
