[VOTE] Release Apache Ant 1.10.16 based on RC1

Hi all

I've created a release candidate for Ant 1.10.16.

git tag: ANT_1.10.16_RC1

     on commit: 59a19aabf

Maven artifacts:

This 1.10.16 release of Ant is a regular bug fix release and contains 
changes that are noted in the release notes at 
https://dist.apache.org/repos/dist/dev/ant/RELEASE-NOTES-1.10.16.html.

Given I've made quite a few changes that mostly affects Windows I intend
to ask people on the user list to give it a try as well. I'll likely
extend the voting period beyond three days if people indicate they are
testing.

In either case, the vote will be open at least until 2026-02-11 16:30
UTC.
