[CANCELLED] [VOTE] Release Apache Ant 1.10.16 based on RC1

Hi all

given the issue reported I want to look for more places where we may
need to provide workarounds to users and re-roll a new release candidate
later.

It is not really Ant's fault but Java 24's, but we can try to help our
users.
