[VOTE] Retire .NET Antlib

Hi all

the .NET Antlib still lives in pre-.NET Core times and nobody has ever
complained, so it likely isn't used.

I propose to retire the Antlib - mard the repositories read-only,
archive releases, announce the retirement.

This vote will not close before 2026-06-23 UTC.
