[PR] IVY-1614, IVY-1655: translate dynamic ranges to Maven -compatible formats [ant-ivy]

   Maven does not support versions like `]1.0,2.0]` and `[1.0,2.0[` and `1.+`.  Add simple translation to Maven-compatible values.
