I don't know anything about Starteam at all.

What I know is that Ant support for Starteam hasn't been touched for
more than six years.  If anything has been broken by the changes, Ant
hasn't caught up.  In fact the Starteam tasks have been removed from
Ant's core and are only available as a sandbox Antlib that's hasn't seen
any release to date at all.
