What "PMC Chair" means is defined in the ASF bylaws and/or board minutes and hence I believe we should not provide another definition in another document for sake of clarity. I think it's not even valid to do so. Even if we do the formalism thing, we should incorporate this definition by reference only. cheers, - Leo
