I believe Peter has imported the cli code into spice, then did some repackaging, then reassigned copyright. The spice license is the ASL, with a different copyright. I am not sure whether it is okay to reassign copyright like this; since Peter is the original author of excalibur-cli I suspect it is legally defensible.
