The components question is still in the air.  To be fair, alot of
Excalibur code is merely utility code--not components.  In fact I
would say most of the named projects are that way.

The purpose of avalon.apache.org global project change is to allow
us to focus on what we do best.  Also to let us manage ourselves
a little better than has been done in the past.

Eventually all utility code will either be donated to other Apache
projects, or through a formal process (there is the legalities that
the ASF owns the code in our CVS repos) moved to a third party
location that best fits it.
