Confirmed by Al Schlessinger (the top formost authority on the
subject).

The copyright notice that we present includes a license for use.

We (the Apache Software Foundation) retain ownership of the code,
and license it to our users.  We happen to have a liberal license
while others are more restrictive (and much longer).
