[PMC VOTE] Recommendation of a new TLP

The following members of the Avalon Project have established a draft
resolution [1] intended for submission to the Apache Board of 
Directors for the 18 August 2004 meeting.

The proposal calls for the establishment of "Apache Metro" [2] - 
charged with the creation and maintenance of an open-source software
platform supporting secure component publication, discovery, 
composition, deployment, and management, for distribution at no charge
to the public.

The purpose of this vote is to call for the formal recommendation by
the Avalon PMC of the proposed Apache Metro TLP resolution to the ASF
Board of Directors.
