Problem appears to be related to the handling of the include directive:

  <include name="server"
artifact="block:avalon/http/avalon-http-server#SNAPSHOT"/>

Although the include directive is referencing a standalone block, the
implementation is attempting to load a jar file.  I introduced some
changes in this area a couple of months back - looks like I've broken
something in the process. Will provide more details shortly.
