Magic downloading artifacts?

Hi,
I'm stuck with an issue here. I would like to override the "install" goal
and thought that still the dependencies declared in the index.xml would be
downloaded. It seems loike magic is not downloading the deps right now.
When exactly is the download of artifacts into the cache initiated?
