Reference an override.xml via artifact?

Hi,
trying to run a whole application off the repository, what would be the best 
way to reference the overrode file? Via an artifact reference and a project 
that creates an "conf" artifact, just like the block projects? Or is there an 
automatic resolution so that the file can sit in another artifact, 
like /BLOCK/override or something?
