[ANNOUCEMENT] BCEL 5.1 distribution moved to mirrored directory

i've signed, summed and moved the latest BCEL release (5.1) into a 
mirrored distribution directory and updated the jakarta download pages. it 
may be a little while before the mirrors synch.

also, in accordance with the new apache distribution policy i've moved the 
old releases into the archive. the old distribution urls now redirect to 
the main jakarta download site.
