Somes tests and removal unnecessary statics

I tried to post this back in about April but failed. The mailing list 
archives from that time also seem to have disappeared. So this code is 
based upon the contents of CVS just prior to 5.1.

The first two links below (valid for a month or so only) add a set of 
tests I wrote while cleaning the statics (26 K). The third is, 
hopefully, a version of BCEL without static nastiness (2 megs).
