Hi,

I recommend that you use asm (asm.objectweb.org) rather than BCEL for
any new projects. BCEL is being maintained for the purposes of
supporting existing users, but has basically been surpassed by ASM in
both features and performance.

ASM is under a BSD-style license, ie very similar to the Apache license.
