[RESULT][VOTE][LAZY] Move Jakarta Regexp to Attic

Vote result:

We will move Jakarta Regexp to the Apache Attic as there were no
objections to the move. I'll inform the Attic in a day or two and
include a call for volunteers to complete the associated tasks for the
move.
