Ideally, tags should be immutable.

i.e. once created, should never be re-created.

This is essential once the tag is used in an RC vote; if the tag was
not yet actually used for a vote it's slightly less important, but
it's still better not to recreate them ever.

Tags are very cheap, so it does not matter if the release vote uses tag RC1001 !
