I didn't follow the whole thread (and I haven't started to use cactus
yet so I'm not even newbie) but I cannot see your webapp directory in
the path http://localhost:8080/Test/JspRedirector

Shouldn't there be something like
http://localhost:8080/mywebapp/Test/JspRedirector
?
