cargo in cactus

I have this ant target.

I noticed it kills the server automatically after the target is called.

startTomcat:
     [echo] Starting Cargo...
     [echo] Using tomcat.home = C:\Tools\tomcat-5.0.28
     [echo] Using war = C:\test\test.war

BUILD SUCCESSFUL
Total time: 1 minute 20 seconds

Why doesn't it leave the server running?

I didn't call <cargo-tomcat5x homeDir="${tomcat-dist.dir}"
action="stop"/>

I want to start the tomcat container and have it running so I can run
some Selenium tests against my web app.
