+1, release the artifacts.

I have performed the usual checks:

- I verified checksums and hashes,
- I checked the RAT report: all the files with an unrecognized license
are test resources,
- I checked the japicmp report: all the changes are reflected in the
changelog,
- I ran unit tests and verified reproducibility with:
  - JDK 21
  - TZ=UTC
