+1, release the artifacts

I applied the usual checks:

- checksums and signatures validate,
- RAT report is clean,
- japicmp doesn't show any API changes, which is expected from a patch
release,
- unit tests pass: Tests run: 3046, Failures: 0, Errors: 0, Skipped: 2
- the build is reproducible; the environment requirements are:
  - JDK 21
  - timezone UTC
