+1, release the artifacts.

Checks performed:

- Checksums and signatures match,
- Unit tests pass,
- The artifacts are reproducible with JDK 21 in an UTC timezone.
- The Japicmp changes are compatible with the version bump and all
contained in the changelog.
- The RAT report is clear.
