[MATH]

I am trying to port some applications from python to java, and was looking
for an equivalent algorithm for Descritier/Quantizer/Binner.

I tried to search javadoc for math, but couldn't find anything relevant.
Yet, because data scaling is a very common step in ML, I feel I am missing
something.
