[ANNOUNCE] Apache Commons Statistics Version 1.2 Released

The Apache Commons Team is pleased to announce the availability of
version 1.2 of "Apache Commons Statistics".

Apache Commons Statistics provides tools for statistics.

Changes in this version include:

o Support creation of descriptive statistics from an array range defined
  using [from, to) indices.
o Add a commons-statistics-interval module for statistical intervals. This ports
  and updates functionality in org.apache.commons.math4.stat.interval.
o "NormalConfidenceInterval": Support confidence intervals for a normally
  distributed population.
