GenericElement.toString() method not properly internationalized in ECS 1.4.1

I've noticed that in the 1.4.1 binary release, the toString() method of
GenericElement does not properly handle non-Western languages including
Japanese.

Looking at ViewCVS, I see that a fix was submitted in June 2001:

Are there any plans for an updated binary release? This is pretty important
to anyone working with non-Western European languages. Of course I could
make my own build from CVS, but it'd be easier for me to use an 'official'
build in a production system.
