Strange, because the classpath used to run the tests includes all jars
in lib/opt

Thanks - that was very helpful.

The SFFTest error was another localisation error - a '.' character was
being treated as a decimal point, and thus became a comma. That has
been fixed.

The log also confirms that the Mirror test errors were caused by
failure to restart the mirror server. Looks like the previous server
had not been shut down before the next was started. I've added a test
to check for startup errors, but there probably needs to be some check
for shutdown completion.
