New committer: Quan TRAN

The Project Management Committee (PMC) for Apache James
has invited Quan TRAN to become a committer and we are pleased
to announce that they have accepted.

Quan is contributing for over 4 years now, had conducted a google
summer of code on email threads and did contribute countless features.

Please join us in welcoming Quan to their new role and
responsibility in our project community.
