[VOTE] Call for vote: Apache James JDKIM 0.4

Hi,

I would like to propose a new vote for 0.4 release of the Apache James 
JDKIM library.

You can find:

This release updates DNS java to a non vulnerable one.

Voting rules:
  - This is a majority approval: this release may not be vetoed.
  - A quorum of 3 binding votes is required
  - The vote starts at Tuesday 4th of February 2024, 5pm UTC+7
  - The vote ends at Tuesday 11th of February 2024, 5pm UTC+7
