Why: some mail client show raw mail server SMTP reply message
Eg upon unknown user or too big of a message

James ships a default message in english. 

We wishes to allow admins to configure their own value. Eg for a french operator to return french understandable message.

Limits: SMTP RFC restricts SMTP replies to ASCII, thus limiting (but not denying completly) this i18n
