ToRecipientFolder issues

Hi there,

Apache James 3.7.0 and 3.7.3 have not been able to start due to these error
in wrapper.log:

Caused by: org.apache.commons.configuration2.ex.ConfigurationException:
Unable to init mailet ToRecipientFolder
...
Caused by: org.apache.mailet.MailetException: Could not load mailet
(ToRecipientFolder);
...
Caused by: java.lang.ClassNotFoundException:
org.apache.james.transport.mailets.ToRecipientFolder

I have not tested with other versions but I think this should be a bug
in latest versions. Please confirm this and inform me if I was wrong.
