patch for WEB-INF/templates/layout/html/columns/layout.vm

adds an else block that handles cases where portlet fragments are locked.

fragments read in from tpsml and fpsml files are locked by default so they were being ignored when the layout.vm was writing out the final html.

Also tested to be sure it works with dpsml files.
