[VOTE] Release Portals Bridges POM .1.1, Portals Applications POM 1.3

Dear Portals team and community,

I have staged a release candidate for the Portals Applications POM project version 1.3 and Portals Bridges POM version 1.1. 

This release is in preparation for upcoming releases such as Jetspeed-2 and Portals
Applications that will be dependent on the latest these two Master POMs.

Please review the release candidate of this project which is available in 
the following staging repository:
