Folding log4j-cvs@ into log4j-dev@

As discussed on the log4j-dev@ mailing list, the log4j-cvs@ list will
be shortly folded into log4j-dev@. Current subscribers to the
log4j-cvs@ list are kindly requested to subscribe to the log4j-dev@
list. No automatic subscription will take place. Active log4j
committers are strongly encouraged to subscribe to the log4j-dev list
with their Apache mailing address, as in [email protected].  Otherwise
email notifications of their commits must be approved by the
mailing-list operator, a step which I very much would like to avoid.
