Strange Gradle behaviour on 10.x branch

Hi Dawid, hi others,

while being in train to bbuzz 2025 with typical slow German internet, I 
executed Gradle on a recent 10x branch checkout. Interestingly while 
building the build-infra project, it downloaded lucene-8.11.2 as build 
dependencies from maven central (almost all of them, not just core).

Is this wanted? Where does it come from?

This is not related to changes on main branch, at least there it has not 
downloaded those dependencies (because it would have told me and the 
later running 10.x build would not have downloaded them again), so looks 
specific to 10.x Gradle implementation.
