Lucene Monitor Ordering Bug

Hey All,

I raised a bug 3 weeks ago re lucene-monitor module:

I realize there's probably only a few committers with a lot of context
here but still wanted to follow up.

As far as I can tell the bug is critical. The reason it has not been
brought up before is most likely because it fails silently and occurs
under specific circumstances. I have two PRs with two (separate)
potential solutions:


1. https://github.com/apache/lucene/pull/14885
2. https://github.com/apache/lucene/pull/14967

Any feedback, as well as any other ways of approaching the problem,
would be highly appreciated.
