Re: [VOTE] Release Lucene 9.12.3 RC1

Since the regression was introduced in bug fix release, we can consider
taking it as part of bug fix release. I tried cherry-picking the commit,
but ran into some conflicts.
Let me know once you finish backporting this commit.
