Proposing 10.4.0 minor release

Hey y'all,

It's been some time since we have had a minor release, and the change log
for 10.4 is growing.

There are a number of outstanding newish PRs with 10.4 milestones. I am
trying to ping their authors to see if we can move those forward.

Does anybody have any work in particular they really want to get into 10.4?

I will happily be RM. I am going to start the process next week if we are
ready.
