We have network restrictions applied to our "official" builds that are
used to deploy production packages in our infrastructure.  We can't
download any dependencies from the internet at all. For this and other
reasons, we have had to customize Lucene's build pretty heavily.  When
working on patches that are intended to be contributed to Lucene, we
can use the Apache Lucene build system without any trouble because
those can run in environments that are not isolated in the same way.
