[VOTE] 2.0.7 release

Well, we're well overdue for releasing the current code base as a 2.0.7
and there was an informal consensus back in November that we should
make a release before taking on the short-term items listed at:
  http://jakarta.apache.org/oro/status.html
Therefore, in an attempt to get things rolling along, I propose we
take the first step and package an official 2.0.7 release.

I vote +1.  According to Jakarta decision-making guidelines, we need
two more +1 votes.
