Have you put up [web/cvs] a public roadmap for ORO? Might be interesting
to see it include a way in which Regexp may become an implementation of
ORO.

Probably makes sense to follow the Commons release policies:

http://jakarta.apache.org/commons/releases.html is the current one

http://jakarta.apache.org/commons/releases/  is the new one, mainly
incoporating the mirroring instructions

I'm happy to help with releases of ORO or Regexp.
